Completed in 1994 in Marseille's Saint-Just district, the Hôtel du Département des Bouches-du-Rhône—known as Le Grand Bleu—serves as the regional government headquarters for the Conseil Général. Designed by Will Alsop and Jan Störmer following their 1989 international competition victory over Foster + Partners, this 66-meter High-Tech structure stands as the largest public building erected in twentieth-century provincial France. Its striking ultramarine facade, conceived by architectural artist Brian Clarke as a "skin of art," defines the futurist ensemble's visual identity. Built in just 26 months, the building consolidates dispersed administrative functions into a unified site and earned a Sterling Prize nomination for its innovative approach to regional governance architecture.
