The Chet Holifield Federal Building in Laguna Niguel, California, is a distinctive government structure designed by William Pereira and completed in 1971. Originally constructed between 1968 and 1971 for North American Aviation/Rockwell International, the building's striking stepped silhouette earned it the colloquial nickname "the Ziggurat Building." Its design blends brutalist and postmodern architectural sensibilities. Owned and managed by the General Services Administration since 1974, the building once housed Pacific region holdings for the National Archives and Records Administration before those collections were relocated. Today it primarily serves as a regional office for the United States Department of Homeland Security and the Internal Revenue Service.
