Espace Léopold is a postmodern parliamentary complex in Brussels's European Quarter, completed in 1995, that houses the working chambers of the European Parliament. Though not the institution's official seat—which remains the Louise Weiss building in Strasbourg, France—the Brussels complex has become the primary site of parliamentary activity. The ensemble includes the Paul-Henri Spaak building, which contains the debating chamber and presidential offices, and the larger Altiero Spinelli building. Construction began in 1989, driven by the practical need to position the Parliament closer to other EU institutions concentrated in Brussels, despite the legal requirement to maintain Strasbourg as its formal headquarters.
