The Payne Avenue State Bank, a Beaux-Arts brick structure designed by W. L. Alban in 1923, stands in Saint Paul's East Side neighborhood, where it served the city's Irish, Swedish, German, and Italian immigrant communities. Built to convey solidity and permanence to residents of this predominantly new immigrant area, the formidable building exemplifies the architectural confidence that banks sought to project during the early twentieth century. The structure is listed on the National Register of Historic Places.
