The City of Capitals is a mixed-use complex in Moscow's International Business Center, completed in 2009, comprising two deconstructivist skyscrapers and an office building designed by NBBJ. The twin towers are named after Russia's two historical capitals: Moscow Tower, which rises 301.6 metres and 73 stories, and St. Petersburg Tower at 256.9 metres with 65 stories. Upon completion, Moscow Tower briefly held the title of Europe's tallest building before being surpassed by The Shard in London in 2012. The complex also includes an 18-story office building at 76 metres serving as a stylobate, with the entire development spanning 288,680 square metres. Construction began in 2005, with the office building finished in 2008.
