The Justice Center Complex, located in Cleveland's Civic Center District, is a brutalist skyscraper complex completed in 1976 by the architectural firm Prindle, Patrick and Associates. Occupying an entire city block bounded by Lakeside Avenue, Ontario Street, West 3rd Street, and St. Clair Avenue, the complex integrates multiple civic functions within a unified design: the Cleveland Police Headquarters Building, the Cuyahoga County and Cleveland Municipal Courts Tower, and detention facilities including Jail I and Jail II. Its Lakeside Avenue entrance faces the neoclassical Cuyahoga County Court House, built in 1912, creating a striking juxtaposition of twentieth-century brutalist forms with earlier Beaux-Arts civic architecture.
