A 28-storey Brutalist skyscraper in downtown Montreal, 1000 Sherbrooke West was designed by Rosen Caruso Vecsei Architects and completed in 1974. Rising 128 metres with a concrete and glass facade characteristic of the Brutalist style, the tower once served as headquarters for the International Civil Aviation Organization (ICAO). The building gained historical significance in 1987 when its ICAO offices hosted the signing of the Montreal Protocol, a landmark international environmental treaty protecting the ozone layer. The Centre Mont-Royal conference center occupies the site, which stands adjacent to Tour Scotia on downtown Montreal's Sherbrooke Street West.
