The Russell Street Police Headquarters, located on the north-eastern corner of Russell and La Trobe Streets in Melbourne, was Victoria Police's administrative centre throughout the second half of the twentieth century. Designed by Public Works Chief Architect Percy Edgar Everett, the striking Streamline Moderne complex opened on 29 April 1943 and featured a dominant New York skyscraper-style tower that became an iconic symbol of Victoria Police. The 1940s construction included lower wings incorporating a Police Theatrette and Ballroom, alongside an earlier 1889 wing on Mackenzie Street. The headquarters gained further prominence as the setting for the television series *Homicide*, which used the tower in its opening titles. Following its closure in 1995 and years of vacant vacancy, the site was redeveloped beginning in 2004 by Bruce Henderson Architects into a mixed-use complex called Concept Blue, which preserved and converted the original tower and corner wing into apartments while replacing later additions with a modern 27-storey residential building.
