Built in 1908, the Carnegie Library of Moultrie stands on a corner lot in downtown Moultrie, Georgia, as a two-story red brick structure with Georgian Revival elements. Its load-bearing brick walls, laid in stretcher bond, rest upon a rusticated cut stone foundation enhanced by matching granite quoins; the front entrance is flanked by pilasters. While the architect's identity remained uncertain when the building was added to the National Register of Historic Places in 1982, the 1994 district nomination identified T.F. Lockwood as the designer. The building underwent cosmetic modifications in 1973 following its conversion to law offices and remains one of Moultrie's oldest public buildings, serving as a contributing property within the Moultrie Commercial Historic District.
