Designed by Montreal architect Aristide Beaugrand-Champagne, the building was constructed as a make-work project during the Great Depression under Mayor Camillien Houde. The French Beaux-Arts structure accommodates between 300 and 700 patrons for various events and features a bricked courtyard and lookout on its south side, offering views of Montreal's skyline from the mountain.
