Situated in Skanderbeg Square in Tirana, the Palace of Culture is an eclectic, Stalinist-style complex built in 1963 that houses the National Library of Albania and the National Theatre of Opera and Ballet. Constructed at the direction of Enver Hoxha on the site of the former Pazari i Vjetër (Old Bazaar), the building's foundation stone was symbolically laid by Soviet Premier Nikita Khrushchev in 1959, with construction completed four years later. The palace's architecture is characteristic of Communist-era cultural institutions across Eastern Europe. Its construction required the demolition of significant historical structures, including the Ottoman-era Mahmud Muhsin Bey Stërmasi mosque (built 1837–1840), which featured a tiled roof and distinctive minaret—a loss reflecting Communist Albania's official atheist ideology. The building has remained largely unchanged since its completion and is designated a Cultural Monument of Albania.
