Built in 1928 in the adapted National Park Service Rustic style, the Headquarters Building at Lassen Volcanic National Park in Mineral served initially as both administration building and visitor center. As the park developed, the structure proved inadequate; it underwent three remodels within its first eleven years, including a 1932 west wing expansion with bathrooms and office space, and a 1935 rear porch addition for snow protection and firewood storage. From 1939 to 1940, a major Civilian Conservation Corps renovation—designed by G. W. Norgard of the Branch of Plans and Designs—added an east wing and expanded the basement, while the front entrance porch was enclosed and a new stone porch erected. The renovation introduced wood shingled dormers to both wings, stone veneer on the facade, and site features including a flagpole in a stone base and stone water fountain. Despite these improvements, park officials noted the building retained an unattractive exterior that made "a very bad first impression" on visitors.
