Completed in 1994, The Concourse is a 175-metre post-modern high-rise in Singapore's Central Area, located on Beach Road in Kallang opposite Nicoll Highway MRT station. Originally conceived as the Hong Fok Centre in 1981, construction stalled during Singapore's mid-1980s economic recession. In 1987, architect Paul Rudolph and the firm Architects 61 redesigned the complex, preserving the existing structure while substantially revamping the remainder to meet new programmatic needs. Built at a cost of S$248.1 million, the mixed-use commercial and residential tower rose as part of the government's planned high-rise development along the "Golden Mile" between Nicoll Highway and Beach Road, transforming an area previously occupied by squatters and small marine industries fronting Kallang Basin.
