Located at 6 St. Paul Street in Baltimore, the William Donald Schaefer Building is a modern 37-story skyscraper completed in 1986 by Merritt Savings and Loan. Standing 493 feet tall, it ranks as the fourth-tallest building in the city. The lower 29 floors contain office space for over 1,100 employees across 14 state agencies, while the upper nine floors remain largely unoccupied, serving maintenance functions and providing access to the building's distinctive rooftop. The tower's flagpole extends to 590 feet—taller than any other structure in Maryland—flying a large recreation of the Star-Spangled Banner flown over Fort McHenry during the War of 1812, alongside a smaller Maryland state flag. Originally opened as Merritt Tower, the building was renamed to honor William Donald Schaefer, who served as Baltimore's mayor from 1971 to 1987, Maryland's governor from 1987 to 1995, and the state's comptroller from 1999 to 2007.
