Bulfinch Crossing is a major mixed-use redevelopment in Downtown Boston designed by César Pelli, built on the site of the former Government Center Garage. Conceived as a four-phase project that commenced in January 2017, it comprises two skyscrapers, a residential tower, office and retail buildings, and a hotel. The residential tower was completed in 2020, followed by the high-rise office tower One Congress, which topped off in July 2021 and opened in September 2023. As of early 2026, phases 1 and 2 remain complete while phase 3 is approved; the broader development continues, though its timeline remains uncertain.
